chore: 删除已废弃的配置文件

- 删除了多个已废弃的配置文件，包括：
  - address/config.php
  - alisms/config.php
  - epay/config.php
  - hwobs/config.php
- 这些配置文件可能属于已不再使用的插件或功能
- 删除这些文件有助于清理代码库，减少潜在的混淆和维护成本
